I am in CC3+ also tried CC3. I am trying to add a forest. Usually I do this in land feature sheet (I am in land features). I try to draw an outline of green to drop my forest stamps into and I am going over some already placed rivers. I then tell the rivers to come to the front (tried send to front, send behind, bring to front) and the rivers always vanish behind my forest filled outline. In the past it has always worked. What happened to my map to change this or make the forest outline always go in front of everything else already placed?
The map is an old map originally drawn with CC2 and updated little by little and saved as CC3, and now cc3+

I was actually doing that and not having much luck
You can draw the forest polygon near the rivers. And drop the tree stamps on top of that.
Or you can another method.
The overland map template I'm using has:
land
land features
forest
coastline
rivers
symbols
I would put the forest on forest. If it isn't on that sheet, Change Properties and move the trees or tree polygon to that sheet.
Put the rivers on the river sheet.
Add tree stamps, I presume you mean tree symbols, on the symbols sheet. They should go there normally.
To move something to another sheet:
1) right click on Change Properties on the left side of CC3+
2) select 'Move Sheet' from the menu
3) select the item tou want on another sheet
4) right click and select 'Do it' from the menu.
5) the Sheet menu will pop up. Select the sheet you want to move the item to.
6) click Okay.
all done.
That worked. But I have 1 issue. I create those sheets, put them in order, save edit, come back latter and those sheets are gone from my list and I have the default 4

How do I get them to stay there all the time?
So lets say you make a sheet call Artic Land.
You then have to create something on your map using the Artic Land sheet.
If you don't.
It will disappear.

What I did was to create a new Effects Preset in the Sheet box and named it the same as my game world.
In this case it is called Kelleemah.
It allows you to have specific setting for different mapping projects that you are working on at the same time.
That way, you can switch back and forth depending on which map you are working on.
At least, that is my understanding.

Move to front and to back only apply to entities within the same sheet.
In your case it seems like your rivers are not on the same sheet as your forest. To correct that issue you will need to place the rivers on a sheet that is "lower" on the sheet list. This is so that it is drawn after the forest and therefore above it when being viewed.
