Using an Image File as a Drawing Guide

I'm using CC3+, City Designer, to create a city map. It's based on a map that came with a module. I've made a PNG of the original, and placed it on it's own layer (Map Image). I'm able to draw entities on their proper layers, but when I refresh the image, the most recently drawn features (eg, Roads) vanish. If I hide the Map Image layer, the entities are still there. How do I fix this problem?

You need to figure out which SHEET you have placed things on. If it was on its own sheet, one way would be to add a "transparency" effect (say at opacity = 30%) to the Map Image sheet.
