How to create blank map document (no template or background)?

I'm planning on importing a jpeg image of Europe into CC3 for a homebrewed war game, so I don't need a map template border or background.

Is there a way to create a blank map canvas on which I can import the Europe map?

Follow up question: How do you add a ruler (in inches) to the map document so I have an idea of the map size when I print?

    For your first question, you cannot create a completely blank map out of the box, but you can turn off the background during the new map wizard, and you can simply delete the border using the Erase tool afterwards. If you wish, you can even save this map as a template to have a blank template in the future.

    For the second question, this is not possible. CC3 doesn't work in print sizes, but in map units representing true real-world distances, so there is no way to directly show print sizes inside the document. Print size is completely dependent on whatever scaling you choose in the print dialog. If you need to print in scale to a specific print size, calculate this when creating the map so that you start out with a template the correct size.
