political borders

I need to create a map with pronounced political borders, and have each "kingdom" be a different color. I've seen this done many times over the years but have never been able to accomplish this effect. The areas that gives me the biggest problems are "kingdoms" that border the sea.

I'm a longtime user of cc2 and cc3, but have never quite figured out how to do this. Any suggestions or tips i would be greatly appreciated.
