  I love drawing on my Surface 4 Pro. The pen works quite nicely with CC3(+).
  
  Only issue right now is that if you are using CC3+, it doesn't do the toolbar scaling correctly (ProFantasy is working on this, so it will be fixed in the future), so the toolbar buttons are ridiculously small. They're easy to click with the pen, but you can almost forget using touch to activate them. CC3 does not have this problem.

  I haven't used it, I only have the Surface 1 Pro and the 4 Pro, but both work fine with CC3(+). The 3 uses the same pen as the 4 Pro I believe. Note that the 3 has quite a weaker processor than the 4 pro (Atom x7-Z8700 vs m3/i5/i7 [I have the i5]), which may be very noticeable when working with effects on (See a comparison here). The resolution of the 3 is a little less, which may be just as well right now, since that means the toolbar buttons will be larger. Overall, it will probably be fine, but it is difficult to say without having tried it.
  
  * I am assuming you are talking about the 3 and not the 3 Pro here, since it seems that MS took the 3 Pro off the Market when 4 Pro arrived, but leaving the 3 as the cheaper alternative.
