Some styles do have map borders, but most are rather plain. One of the reasons for this is that CC3's templates needs to be resized to the the users needs (depending on the values the user provides in the new map wizard), and the more fancy map borders often come out looking rather poor after going through a non-proportional resize. There is an annual dedicated to the topic of map borders.
Clercon has a couple of nice tutorials on his terrific blog. They use PhotoShop but I'm sure other "paint" programs will work similarly, if you're interested.

~DogtagI can see how not having standard sizes (allowing customization) makes borders difficult.
I will look at the Tutorials and maybe get the annual with the map borders in it.
I wonder how hard it would be to simply make your own using the tools within CC3+.
I will have to experiment with a different project since this one was started without a border in mind.
I think that the "World" map my be a good place to experiment with creating a border.
It would help give it character.
