Symbols keep disappearing behind swamp

I thought I had the sheets figured out but I used the default terrain to draw some swamp on my map then when I try to put the symbol of a ruined tower on the swamp it keeps going behind it even though I put it on the symbol sheet and that is above the sheet I have the swamp on or so I thought.

    When you say the sheet is above the swamp sheet, do you refer to the position in the list? If so, remember that sheets further down the list is placed on top of sheets above. (The list is the drawing order. The bottom sheet is drawn last, and therefore ends up on top).

    If that isn't the problem, use the list command on the entities to ensure that they ended up on the sheet you believe they should be on.
