Filling space on deck plans

I have laid out a ship and now I want to fill space. But I can't seem to figure it out. My ship is all lines with a few preformed shapes in it but the fill does nothing. Select fill, click on the area, DO IT, nothing. Drag an area, DO IT, nothing.

Fill me with the color of confusion.

What am I missing?
