I was playing around with CC3+ and did this based on a real world map drawn in 1756.
The drag and drop of bitmaps was really quick and easy.

Oh and the fonts are Dan Smith's Tengwar Quenya, Tengwar Cursive by Harri Peralla, and the handwrighting is p22 Cezanne. The transliteration to tengwar was done by "Tengwar Transcriber"

I real don't think this is finished, it could use a Tolkienish boarder and some more notes written on it, ect.
