What to do in Cosmographer when Bring to Front doesn't work

So, yet another "I know there's a trick to this, there didn't USED to be a trick to this, not sure why there is one now but nonetheless could someone please tell me the trick to this" question:

I'm creating some deck plans for a spaceship using Cosmographer, and I can't get symbols layered where they're supposed to be layered. Some symbols are tucked underneath bulkheads (a couple of doors are like that). I've put down some alternate deck surfaces in some compartments but if I do that, apparently after putting down furnishings, the program decides that those furnishings are supposed to be UNDERNEATH the alternate deck surface and no amount of wheedling or cajoling the "bring to front" button will move them. Used to be that was all I needed to do, but apparently not anymore. Yay.

I am sure this all has something to do with layers and sheets, which is grand and all but I really hope I am not gonna have to watch fiddle with every item I stick on a map or deck plan to make sure it's in the "right" sheet (and to make sure once I've put it in the sheet *I* want it's not unilaterally moved or I'm somehow not penalized for putting it in the wrong place).

Can anyone tell me how to make the Bring to Front option work again? Because honestly, it's a LOT more convenient to just put stuff where I want and then change sheets or whatever on one or two things as needed than to meticulously stick everything down and triple check that it's proper and correct...or else....
