City Designer to make an island city using existing images

I am new here. A few days ago I purchased the World Builder Bundle (CC3, CD3, DD3 and FT3). I went through a few of the basic tutorials on YouTube and made the obligatory Pirate Island http://i415.photobucket.com/albums/pp233/KrimsonGray/Campaign%20Cartographer/IslesofLament_zps6929c208.png .
What I would like to know if it is possible to use the City Designer to make a city on a rather largish island, around 10000'x15000'? The city itself is modern and slightly futuristic, with the island located on the same sight as the Midway Atoll but on a different world where the island itself is a large volcano. The downtown district is built in the caldera, though the volcano itself is stable as the city uses advanced technology to harness the power.
I have several images I have made over the last few years, from hand drawn images to an image made in another program with fractal drawing options. I'd like to be able to trace over one of the images, make the island in Campaign Cartographer and then use City Designer to start making the city itself. It's undoubtedly a massive job but my computer should be able to handle the memory requirements, though I am not sure if the software can. I am prepared to make the city smaller if need be and I realize I could have months of work ahead of me. The intention would be to eventually use the map for a published setting I have planned for years.

@JimP - I'm starting to realize some of the problems of working with a map this big. However, I think if I limit it to color coded Districts, as well as major roads and landmarks I should be fine. Then I'll try your suggestion for when I work on the Districts themselves.
