Suitable for Modern City Design?

I was looking for some software to let me quickly design some modern small cities and urban areas for my games, is the City Designer what I am looking for? I won't be doing ANY fantasy, this is all 2014 modern Earth small cities.

Also, do I need to purchase Campaign Cartographer or is CD a standalone product? Will CD lose any functionality or tilesets/etc if CC3 is not purchased?

    CD3 is an add-on, CC3 is required to use CD3. I don't do modern maps, someone else will have to answer that part.

    City Designer is geared towards fantasy cities. I guess it'll do all right for modern suburbs, but that's about it. When I'm doing modern maps I use the September Issue of the 2007 Annual. This works great if you don't need individual houses. For battlemap purposes you could do worse than the Symbol Set 3: Modern, but I haven't made much use of that, so I can't say how good it is. If you want to show individual houses, but not on a battlemap scale, like on most fantasy city maps, you might still want to get City Designer, but personally I have very little use for that scale in modern maps. It all depends on what exactly you want to do.

    In any case you need the base programme Campaign Cartographer with its fantasy content to use any of the add-ons.
