Years ago there was a site you could look at so you could make sure that link and hover color codes, hexadecimal, would work correctly on your web pages.
That site was for Navigator 3, and is long gone.
I found this one: http://html-color-codes.com with both decimal codes, and hexidecimal codes.
This page: http://www.visibone.com/popups/ has a version you can download and install on your home computer. I got one as I keep losing track of places I've bookmarked in my browsers.

Cool link. I like the additional references to character codes and such too. Thanks for sharing!
But, out of curiosity, do those colors really matter anymore? Back when the 216 Web-safe colors were established, most monitors could only handle 256 colors. But that hasn't been the case for some time now.

For myself, I tend to not remember anything about the codes except, first 2 are red, next two green, last two are blue. Then I somehow make the text almost invisible on a button.
