Random City Command

I'm trying to install the Random City Command for CD3 from the downloads page. However, when I click the install link, I get popup boxes telling me the files can't be opened and that there was trouble extracting some files. I have had this same problem on two different computers too. What am I doing wrong?

First, make sure you don't run the file from the download link - save it to your computer instead. Then right-click the file and choose "Run as Administrator" to execute it.

Okay. I did that, but I'm having the same problem.

Also, if I've done this correctly, where will I see the random city button/command?
