The print seems to be using the current view's resolution in CC3. Try going into the Display Speed settings (the hourglass button on the left toolbar) and setting the resolution to fixed at very high resolution. Does that help?
here it is. for the resolution, i use the PDF Creator method. I set paper size to letter, DPI to 1200. when saving as a PNG, i set the resolution to 600...
I've followed your steps with the most recent version of PDFCreator and get a good quality, as you can see in the attached png (I cropped a section of the complete export, but didn't change the resolution). Is this different from your result?
I am sorry, I am at a loss here, as I can't reproduce the problem. A direct PNG/JPG export from CC3 is too large? Have you treid increasing the dpi in the PDFCreator settings?

ok, so i can't seem to figure this out or let it go. if i create a small map (45'X45') the detail is great if i zoom in on it. when i create a large map (550'X360') the detail is pretty pixelated, so much as to become unusable. would the large map need to be printed as a tiled map? will this result in a file that i could use in a VTT? here's the small map:
You need to increase the page size of your printed pdf. Windows treats a pdf almost like a normal printer and reduces the image to fit on the virtual page size. Naturally, a large map will lose resolution in that case. Alternatively, you can also up the dpi setting and keep the page size the same.
