What are these lines called and what are they for?

I saw this map over at the Cartographer's Guild. It has these straight lines over the ocean that go off of the map and some of which point to locations in the ocean. What do the lines represent and what do the spots on the ocean represent?

They are navigation lines. Originally, I believe they were intended to help when plotting the ship's course, but on most maps, they are simple decorative elements. The points in the ocean are simply the center/starting point of the lines. They are more elaborate on this map than most, but they usually doesn't carry any significance.
