I wonder if this is a scale issue. The CA58 mapping guide says :-
"This style is set up for local-area maps, especially its sheet effects. CC3's default size of 1000x800 miles is too large for that, so I recommend reducing the map size to something like 25x20 miles or something similar."
Yes, I think that's what happening here. Hatch styles (that's what the cliff fill is) don't scale with the map size and the cliffs are set up for a much smaller map size.
If you want to use the hatch with a larger map, you'll need to rescale it. You'll find it in CC3/Hatch Styles/. Make a copy, open it in CC3 and rescale everything for your new map size. E.g. for a 1000x800 map, you could scale the existing hatch style by factor 40.
