Ehm... that won't work in FT3, only in CC3.
You can't rescale part of a world in FT3, you'll have to export it into CC3 and do it there. Getting the whole thing back into FT3 will be very tricky.
What I would suggest is to select the area of the continent in FT3 with the "Select Polygon" tool, then use Tool > Global Lower > Land Offset. This will lower the selected area and submerge part of the continent below the water level, effectively that will decrease its size.
