Default Terrain Tile over Map Symbols

Hello again.

Is there a way to take the terrain sheet and slip it under all my symbols. For some reason it is on top.

Left click on the sheets (the little box in the top of the screen with the S followed by the sheet name).

Left click on the sheet you want. Move it up or down with the move up and move down buttons.
