I want to put some undersea cities. Do you guys have some good sugestions for sheet effects (for these especific symbols that will go their own sheet)?
1. Click on the Fill Styles Indicator, the Bitmap Fills tab, and find the texture on the Fill Style Name pulldown.
2. Reduce the Scale Width and Height (maybe to 50%) and OK.
3. Try again until it looks right.

Otherwise, check the path of those images to make sure CC3 looks in the right spot. If they are simply images in the map, use list on the entities directly. If they are imported as symbols, open the symbol manager, select the right symbol there and click the List button (Warning: Sometimes this crashes CC3, save your map first if you have made changes). The list output should tell you where CC3 tries to find these symbols, make sure this is correct. (Because the way Win Vista and newer handles file systems and writes to the program files directory, if your symbols are store inside program files (or program files (x86)) directory, make sure you can open them from inside the running CC3 instance (For example by using Draw --> Insert File), and not just by using windows explorer.)
