Blur an area

I have a map of a country and I am trying to slightly blur the other countries off on its border (their symbols and all). I did this once before but I don't think I did it right and don't remember how. Can anyone help me out with how I should go about doing this?

You'll need to put the other countries on their own sheet (or possibly easier, copy all the things you don't want to blur on their sheet), and apply a Blur sheet effect to them. Use "Move to Sheet" (right-click the Sheets and Effects button) to put things on a different sheet, then in the Sheets dialog select the new sheet, activate effects and add a Blur.
