Drawing tool hides symbols under background.

I'm attempting to use a drawing tool to create forests. On other maps, works great. On my current map, it has started placing the symbols under the background. For instance: the Forest draw tool includes a forest background and the trees on top. But on this map, the trees end up underneath. If I use the tool to create just a background and then try to populate it with symbols, they too are sent underneath.

Anyone else encounter this?

Sounds like the forest background sheet on that map is in the wrong place. Check what sheet your forest background is on (use LIST) and move it higher in the sheet list (you can access that through the sheet indicator at the top of the screen), until it's higher than the SYMBOLS sheet.
