Was This Made Using Profantasy?

I saw this map in an RPG book and I really like the style. So I was wondering does anyone know if this was made using Profantasy?

Judging by the effects and the feel of the map, i'd say this was made using Adobe Illustrator or Photoshop. Maybe both.
