Depending what settings you need to reset. A lot of stuff is map-dependent, and will revert to defaults when you create a new map. Reinstalling the patch can also fix certain things if there are any problems, but it doesn't actually reset the settings.
I don't think there is a way to globally reset all of CC3's settings though. If anyone knows otherwise, I am sure they'll speak up.
The only way i know of is to load a new copy of ther template, instead of using an old map as a starting point.
I use one template I have modified to make all of my surface maps. So one way for me to 'reset' would be to go back to the original overland template I modified and redo everything from scratch.
