TRACED command will not work (for me)

I am trying to get this map to trace using the TRACED command, and I can't. I set the value of offset to 0, and left all the defaults as they were. Here is the image, the png I used (transparent background) and the fcw.

I would be grateful for help in doing this, and also why it won't work for me.
