Transparency not working on imported jpg file...

Hello,
I am trying to use a jpg file as a reference image. I created a separate layer and sheet for the image, then imported the file and added a transparency modifier to the sheet. No matter what I set transparency at, the file is 100% opaque. Can anyone help me figure out what I am doing wrong?

Transparency should work fine with images, so my first thought is that maybe the image isn't on the sheet you think it is. Try checking the image with the Info -> List command.
(Of course, effects also needs to be enabled for transparency to work)
Thanks for the help! Info->list tells me it is on the right layer (ref image), but I don't see where it says what sheet it's on. I also double checked to make sure effects are on and they are.
The sheet is listed on the top. The list output groups entities by sheet, so it starts by listing the sheet name, then lists everything on it, then a new "heading" for the next sheet, and so on.....
Doh! Now I see it. My image is on the sheet and layer I expect them to be, so my transparency effect is in the right place. I just tried putting transparency on my land layer and that isn't working either. Weird. Glow works fine, but transparency doesn't.
Do your other effects work, or are they all non-working?
I put glow on the same sheet (Land) and turned the settings way up, that works fine, but Transparency on that same sheet did nothing.
Can you provide us with the fcw file so we can have a look?

Well, im not sure what happened for you, likely Remy can figure out the technical bits, but i had no problem inserting the file and adding the transparency. I believe your layers were frozen, so that may be why. Anyway, i did, however, set it at 20% before i really noticed the transparency effect for this png. Also, i noticed you had your reference sheet waaaaaaay down at the back. you may want to place it at the top of your sheets (sheets go in opposite order - the top of your list is essentially the bottom sheets on your map)

I wonder if the problem is related to me importing the landmass as a DXF, whenever I do that everything stops working correctly.
Digging a bit, I found that transparency only works for images if they are set to use alpha transparency in CC3+.
Use the Numeric Edit on the image, and switch it to alpha transparency, and it should work fine. (remember to thaw that frozen layer first, otherwise you can't edit it)
