Is there somewhere besides through the registered user portal on the ProFantasy site that I can buy the DD3 upgrade? My credit card company charges me a "Foreign Transaction Fee" on any transaction completed with a company outside the US or in a currency other than US$ and I'd like to avoid paying that fee if at all possible. I want to support ProFantasy, not my credit card company.

I'm sorry, you cant purchase an upgrade anywhere but from our registered user area. But how about using Paypal? If you go through them, the transaction shouldn't be a "foreign purchase" to your credit card company.
