You can also get the same sepia effect with CC3+ by using an all sheets effect RGB Matrix, Predefined, Sepia
i know master quenten, but lack radial filters to push exposition, highlights, contrast and clarity on special spots. :)
Adobe lightroom or any other image procesor its far more easy and fast :)

Those are the points where exposition is pushed, like highliting important places. also have vigneting on the corners

In this map, I think it could very well stay (I mean, it would be nice looking) a legend with numbers.
Would it be possible to retain the color of some buildings?
