Change Draw Order

So, I am putting down a new background layer on top of some old ones - is there any way to change the draw order of the new layer?

Can you show us a screen shot of what you mean, Yevhenii ?
Do you mean layer or sheet ?
If entities are on the same sheet, use Send to Back
, Bring to Front
and friends to arrange things.
If entities are on different sheets, either re-order the sheets in the Sheets and Effects
dialog, or move the entities to a different sheet, depending on what's appropriate.
