Symbols Not Found

I was migrating my install to a new computer yesterday. I installed CC3, then tried to install DD3. It kept complaining about .NET Framework 2.0. Quick checks determined that 2.0 was indeed installed, but DD3 kept failing to install. So I went to C:\Program Files\ProFantasy, and copied CC3 to CC3.old and then copied in the CC3 directory from my old PC. Everything seems to work EXCEPT that in CC3 mode, the symbol path is messed up. I can manually navigate to a new symbol catalog, but if I try to click the Vegetation icon, it can't find the symbols. Any idea how to fix this?

From previous post (use Search with .NET) I see that you need also .NET 1.1

To be precise, that is .net 1.1, Service Pack 1 (Not to be confused with your regular windows service pack)
