Unable to draw lines outside of an invisible bounding box

I've had this problem a couple times now and I can't figure out what's going on.

Let's say I have a map that's 1000 x 800. No grid, no snap, nothing of that sort turned on or used in any way.

I'm mapping borders, roads, etc. as usual, and then suddenly I'm no longer to draw lines outside of an invisible "box" that is not the same size as my map. It's smaller, different dimensions, and offset. Note that this isn't a situation where the lines don't appear because they're underneath something. I mean I literally cannot start a line or cross a line over this invisible barrier - the line tool stops when it hits the hard wall, as if I were snapping to something.

It seems to be related to the drawing size itself. I've got some drawings that have this bounding box now at exactly the boundaries of the map. But the one I'm working on right now, the bounding box is much smaller than the map. And it wasn't doing this before.

It appears also to be related somehow to three of the text objects. When I delete them, I can't draw lines ANYWHERE. And if I resize the drawing area, only those three text objects move and scale.

CC3+ file attached showing the bounding box, which I made by using the river tool, which snapped to the boundary and could not draw outside of it.

Any ideas?
