That can be a problem with some brands. When I worked at a care home we weren't allowed to buy extension cables or anything electric from a particular shop because all their stuff consistently failed PAT tests, even if it was brand new that day.
Your best bet with surge protectors is to get a new one after investigating customer reviews for several. Even better, if you know a certified electrician ask him or her for a recommendation.

I had it plugged into surge only. So power fluctuations burned out something. I have the new one plugged into surge and battery side.
