i read somewhere that the Red Hundred was another term used for the villages in that area. Also it's on the TA3018 map from the ICE shire module for that area. Found that reference whilst i was trying to remember where i had found the name
In south and western England, a hundred was the division of a shire for military and judicial purposes under the common law, which could have varying extent of common feudal ownership, from complete suzerainty to minor royal or ecclesiastical prerogatives and rights of ownership.

I live in Uggscombe Hundred, though I'm more likely to call it the Parish of Chickerell and Chesil, which is the modern unitary authority (similar, but not identical in shape and extent). As I understand it the ancient hundreds were presumably resposible for providing at least a hundred men at arms in response to the local lord's call for arms.
After a lot of hunting, I can't seem to source "Red Hundred" on any of the maps by Tolkien or his son. The only label for the region, which doesn't always feature there, is "Cardolan". However, tracking down the meaning of Cardolan, while bringing up nothing definitive, as Tolkien never translated it (though it is Sindarin), has been suggested since as meaning "Red Hill Land", which might be where ICE adapted it as Red Hundred in their interpretation of Middle Earth. This Tolkien Gateway webpage has a lot more on Cardolan, with refs.
