Is this an Issue with SS5?

I even downloaded SS5 again to see if it was fixed and it appears not. When you open the SS5 Cities of Shay default sheet not the metric. Drawing the water shows the shadows and water edge correctly. However when you try to draw the island and put it on the "Background Islands" sheet. That has no effects listed with it? The drawn island has no water or land shading.

I copied the 2 glow effects from the from the "Water/Rivers" Sheet pasted them and reversed the inner and outer on both. That works fine. I am just wondering if my install is borked? Anybody else have that issue?
