Not sure why the help button gives an error message, but the reason you can't save export settings is due to Windows UAC, which blocks writes tot he program files folder. There are basically two workarounds 1. Run FT3 as administrator by right clicking the program shortcut icon and select run as administrator (Basically only needed when you want to modify export settings) 2. Uninstall FT3, and reinstall it. Don't use the default destination directory, but pick a directory outside the Program Files hierarchies, such as c:\ft3.
