drawing tools not working

Hi
I'm not able to put any fills in at all. The cross-hairs are there but if I draw any shape (Smooth or fractal) and click to finish nothing happens. I've closed down and reopened and tried a shape but still the same result. Nothing.
Hoping someone can help.

Does this happen on all map, or only a specific map?
