I've found sometimes that the restrict to map border option in the Custom Drawing Tools dialogue doesn't always restrict the new object to the map border.
    Why?
    How can I fix this?

First check that the MAP BORDER layer is visible. That's the layer, not the sheet.

If it is, then hide all the other layers and see if there is anything drawn on it.

If you don't have anything on the layer then I recommend drawing 4 lines in bright green on the BACKGROUND sheet, while making sure that the MAP BORDER layer is active. These lines will define many types of export, so be careful to use the SNAP grid and get them exactly on the edge of the map. So if you have a pretty frame on the FRAME of MAP BORDER *sheet*, these lines need to go on the outside edge of the visible frame.

If you do actually have something on the MAP BORDER layer and it was visible at the time you tried the tool, then we need to think of something else.
