AFAIK there is no way to enable/disable tooltips. If a tooltip doesn't show up for a button, then there are most likely not configured a tool tip for that button. You should be able to check this in the relevant menu file (*.mnu files). The tooltip is the text between square brackets. [Tool Tip]
I find I have to move the mouse pointer away and back for tool tips to show up evdery time; however, this happens on all of my programs not just CC3 and add-ons. Sometimes I can go 4-6 items before tool tips stop showing. Other times 1-2 items before they stop.
I have a WinXP Laptop and a Vista Home Premium SP 1 Desktop. My other computers have gone into total failure mode.
My experience with rollover tool tips over the years in CC2/CC3 as well as other WIndows programs has been similar to JimP's, but they usually start to work again after awhile in the same session with the program. In short, sporadic.
