Cannot select inserted file

I have used the draw - Insert File menu item to insert a .png file into a map. The file is a silhouette of the land mass I want in my map. I have done this numerous times in a regional map I did earlier. However, in this new map it is not letting me select the file I inserted so I can trace or use contoursm on it. Is there a reason this is happening that I am unaware of?

It seems to be selectable, just not on the edge as expected. Try dragging a selection window around a larger piece of the image instead of selecting by clicking on the edge, or select it by tag number (#247071)
