Overlap of polygons with distinct edges

I am looking to re-create a simple style of map like the ones generated here: https://watabou.itch.io/medieval-fantasy-city-generator
Essentially I want to create houses by using simple polygons and for the edges to be a darker color. I create two polygons on a sheet that has an outer glow with a bit of overlap. However, the resulting effect is that the two polygons are treated as "one" and there isn't a border between them. Is there an easy way to fix this? Example below
