Each style have it's own set of drawing tools that are set up using the fill styles available in the templates for that particular style, drawing tools from other styles use fills not available in the current map. You can always make a particular set of drawing tools work in any map by importing the fills belonging to that style (Tools -> Import bitmap fill styles, or Draw -> Insert file and insert a file containing the appropriate fill styles)
