Layers question

A friend of mine wants me to do his map using CC3. This map is massive. However he used a different mapping program. The best way I thought of to implement this is to import the whole map as a png symbol. I would like to trace over the map's outline. Is there anyway to use the layers like in photoshop to trace over the png symbol map? Or what other ways you would suggest to do this?

What you do is create a sheet (works similar to PS layers) and import the original to that sheet. Than trace to other sheets.

My tutorial on taking a piece of a large map and making a map of the smaller section contains importing and tracing of the png to create the smaller map. Written for CC2 but it works for CC3.
