Need some help with Symbol Creation

I am creating some NATO symbols and according to the PDF (one of the Annuals, #35), I am walked threw how to make a symbol, and that's great. It then says to keep making them until you have all of them and to create the Catalog. Ok, but there are only 5 places that I can create symbols. Can I just create them in open space or what? I have a lot more symbols to create with no more "templates" to use.

You can continue making more above, below, or you can just define the ones you have made so far, which will free up the spots.
I want to create the Symbol Catalog from these Symbols I made. I tried it once already and got all the RED ones in there, then started on the Blue ones, and got only half way threw and it would not let me add any more. Is there a limit to how many can be in a Catalog? If now, how do I get them all in there?

What happens when you try to add more? Do you get any error message? Do you make sure to use unique names for each symbol? (Symbol names can only be up to 31 characters, so attempts at variations beyond that point wouldn't help). Also remember that symbols are sorted in the order you put them in, so new ones would appear at the end of the list in symbol manager, and not alphabetically sorted.
