Need help with with threes going infront of objects

So I'm not sure if its a bug or me doing something wrong, but no matter how many times I try in any order it puts trees infront of my buildings. Additionally it doesnt care about bring in front, also something of note Im using Mike Schley Inks style for the map
I really hope somebody can help me as I have trouble finishing the map without fixing this.

It sounds like the trees are on a sheet that is below the sheet the buildings are on. Sheets are rendered as listed from top to bottom. YouTube has a number of tutorials on sheets and effects.

Thank you so much I didnt know that I did think it had something to do with sheets but could not figure it out
