    Am I missing something obvious.

When I zoom in to a map area the only way I can move the map around inside the viewing window is by shifting the sliders on the window edge, is this the only way to move the map around inside the viewing window ?

You can do a quick pan by holding down your middle mouse button and move the mouse. Or you can use the regular Pan command [PAN, or right click any zoom button] which allows you to input distance to pan visually, or by inputting values on the command line.

For a more planned approach, you can also use named views

If you have a large map and you want to be over on the other side a bit quicker, just zooming out with the mouse wheel, and then back in again to the new spot (also with the mouse wheel) works ;)

I hardly ever pan because it seems to take a bit longer than mouse wheel zooming when the distance is quite great.
