Problem with Layer Colors

I'm having a problem with the layer color options. Many of the layers just arn't making the hole building that color. For example, the building to the lower left above the fields is the aqua blue I set, but the building I just set to merhcnat aren't changing, and the buildings to the lower and middle classes aren't changing. I am using version 3.24
