How can I put the towers on the City walls? Allweays I'm trying, the towers are UNDER the wall, even if I changed layers and sheets.

Most symbols go to predefined sheets, even if you change sheet before placing them. (Unless the current sheet is named SYMBOLS something). Either create a new sheet for them, name it "SYMBOLS TOWERS", and make sure it is lower (after) in the sheet list than the walls, so that it gets drawn on top of them, or use Change Properties to move them to the appropriate sheet afterwards.

I found another solution: I change the order of the sheets, so the walls are now below the buildings.

I have a similar problem with my rivers. They suddenly go below everything! No matter what I try they stay below every layer.
    Help?

Rivers normally will be drawn on the RIVERS sheet by default, if you are using the RIVER tool. You should check that the RIVERS Sheet is drawn higher in the order of sheets. Sheets are drawn in the order in which they appear on the DRAWING SHEETS list. A sheet drawn near the top of the list will be "below" a sheet listed towards the bottom of the list. Check that order.

Thanks for the help, but that doesn't work either.
I can't draw a country without rivers, darn it.
