I'm sure this is probably going to end up being obvious, but is there a place to download the City Designer 3 Essentials pdf? The download site says that it's included in the download, but the file doesn't appear to be part of it.

Check the documentation subdirectory inside your CC3 directory. The installer should put it there automatically.
