City Size - Tome of Ultimate Mapping

The description and example from the ToUM to get an approximate of the city size doesn't seem to add up:
"To get a ballpark value for this area, multiply the average family size with the number of floors in the average home, then divide this value by the average apartment size. Now, take the population of your city, and divide it by this number.That is the area of your city reserved for housing alone.
...
For Port Alice, about 10,000 people sound right. Port Alice is not a poor city, so let us assume a family size of 4, which shares on average 20m2. Average number of floors is 3 (although there is often a business on the bottom floor). This should result in a ground area of ~10,000m2 (about 100,000 sq. ft.) needed for housing alone."

I'm getting closer to 17,000m2. Is the text just doing a big approximation?
