Walls sheet missing

From CD3 tutorial - part 4.pdf
"Check the first checkbox located to the left of the WALLS sheet and click OK. You have now told City Designer 3 to work in the WALLS sheet."
I followed the tutorial pretty closely and there is no WALLS sheet. Some of the other sheets are also missing or renamed. Adding a WALLS sheet is easy enough, but the effects are not there, nor can I find a description of them.
Opening the CD3B_Walls.FSC and placing a object doesn't help because they are placed on the building sheet. Was the WALLS sheet removed?
